What the process looks like
For a candidate from abroad the path is usually:
- Job offer to the employee
- MOHRE work-permit / quota approval
- Entry (employment) permit
- Entry to the UAE and a medical fitness test
- Biometrics and Emirates ID
- Residence visa
- Labour contract registered with MOHRE (salary via the WPS)
If the candidate is already in the UAE on a visit visa, their status can often be changed without leaving the country.
Mainland or free zone
Who processes the visa differs. On the mainland it's MOHRE plus immigration (GDRFA/ICP), and the person can work across the country. In a free zone the zone itself handles it, but the employee generally works within that zone. The number of visas is usually tied to office space.
