In Dubai the job title on the contract is not the same as the licensed title. DHA assigns the title from the qualification, the tier of that qualification and the years of experience, and the professional may only practise within it.

Qualifications are grouped into Tier 1, 2 and 3 by country and issuing body. The figures below are from the April 2025 edition for non-UAE nationals; check the current edition before applying.

Both hold a recognised specialty qualification. The Consultant title needs more experience after it (two years with a Tier 1 qualification, five with Tier 2 under the April 2025 PQR) and is normally not available with a Tier 3 qualification. DHA assigns the title; the doctor does not choose it.
A DHA licence under a nursing title, usually Registered Nurse or Assistant Nurse. An Assistant Nurse works under a Registered Nurse. The title depends on education and experience under the PQR.
Only under the DHA non-surgical cosmetic standard: at least two years of clinical experience before cosmetic training, a recognised in-person training certificate, one year of mentorship under a dermatologist or plastic surgeon, and privileges granted by the facility.
