WhatsApp broadcasts in the UAE by the rules, without losing the number

WhatsApp is the main channel where clients in the UAE talk to salons and clinics, so reminders and offers naturally go there too. It is also where a careless broadcast quickly collects blocks and reports. This guide explains which tool to use, how to collect consent, which templates a salon or clinic needs, and how to keep the number in good standing.

Business app broadcast lists or the Business Platform (API)

There are two different tools, and they follow different rules.

The WhatsApp Business app on a phone has broadcast lists. A message reaches only people who saved your number in their contacts, each list is limited in size (256 contacts in the current app), and WhatsApp has been testing monthly limits on broadcasts from the app. It suits a small base and personal messages, but it gives no reports, no segments and no link to the CRM.

The WhatsApp Business Platform (API) works through a provider or a CRM such as amoCRM (Kommo) or Zoho CRM. Outside the 24-hour customer service window, which opens when the client writes to you, a business can only send templates approved by Meta. Since 1 July 2025 Meta charges per delivered template message; the rate depends on the template category and the recipient's country. Messages inside an open window are free, and so are utility templates sent inside it.

Consent and opt-out

WhatsApp's business policy allows contacting people only if they gave you their number and agreed to receive messages from your business on WhatsApp. Meta recommends that the consent covers the kinds of messages you will send: reminders, offers, news. A request to stop must be respected, whether it comes in WhatsApp or anywhere else.

UAE law points the same way. Federal Decree-Law No. 45 of 2021 on personal data protection generally requires clear and specific consent to process personal data and gives people the right to object to direct marketing; the DIFC and ADGM free zones have their own data protection laws. Cabinet Resolution No. 56 of 2024 on telemarketing sets rules for marketing calls, including calling hours from 9:00 to 18:00 and the duty to name the company. How these rules apply to your messages depends on the case, so confirm the details with a lawyer. The safe practice is simple:

Message types: when to send and which category

Meta reviews every template and assigns a category. A utility template follows up on the client's own action, such as a booking, and contains no promotion. Anything that invites the client back or offers something is marketing, and a template that mixes both is treated as marketing. Meta can change the category after review, so write utility texts without any offer.

Examples of good texts for a salon or clinic

Good templates are short, personal and say who is writing in the first line. Variables in curly brackets are filled from the CRM. Take the rebooking timing from the real cycle of the service; as an orientation, a manicure is often repeated after 3-4 weeks, a lash refill after 2-3 weeks, hair colour after 5-8 weeks.

For clinics in Dubai, promotional messages about treatments fall under DHA rules on medical advertising: no promised results, no pressure, internal approval before sending. Invite the patient to a consultation with the doctor rather than to a procedure, and let the doctor set the timing of a repeat visit.

Frequency, segments, quality rating and results

Every business number and every template has a quality rating based on how people react: blocks, reports and read rates over recent days. When quality falls, Meta can pause or disable a template, the messaging limit of the number stops growing, and repeated complaints can lead to restrictions on the account. WhatsApp may also hold back marketing templates to a person who already receives many of them or rarely reads them, so sending more does not mean reaching more.

Meta does not publish a safe frequency. As an orientation from practice, not a rule: reminders tied to bookings as needed, and one or two marketing messages a month per client, more only if blocks and opt-outs stay low. Segments from the CRM matter more than frequency: last visit date and service, number of visits and average spend, preferred master or doctor, branch, language and type of consent.

Is it legal to send WhatsApp broadcasts to clients in the UAE?

It is allowed when clients agreed to receive your messages and can easily opt out. WhatsApp's policy requires opt-in, UAE personal data law generally requires clear consent and gives people the right to object to direct marketing, and the telemarketing rules set hours and identification duties for marketing calls. Write only to people who agreed, name your business and confirm the details for your case with a lawyer.

Why are my WhatsApp broadcast messages not delivered?

In the Business app, broadcasts reach only people who saved your number. On the API, a message outside the 24-hour window must be an approved template; marketing templates may be held back for people who already receive many of them; a template with poor quality can be paused; and the number has a limit on how many people it can message first in 24 hours. Blocks and reports make all of this worse.

How often can a salon send WhatsApp promotions to clients?
